Analysis of the institutionality associated to the processes of technologic innovation in the horticultural sector of the Great La Plata

Abstract
Rural Extension, as a mechanism to tend to rural development in Argentina, has been the tool par excellence used by the states to achieve institutional objectives related to dominant politics. The present article aims at analizing the institutionality related to Rural Extension and Technical Welfare in the horticultural sector from La Plata after the crisis in 2001, as a supporting instrument to the rural development. Thus, it identifies the actors in the public sector and civil society linked to the process of technologic innovation participating in the construction of a new institutionality and the emergent paradigmatic approaches present in the regional domestic agriculture. It is concluded that institutional changes are being operated, as a result of a new vision of the institutionality which is being constructed, giving place to original intervening strategies for the region, increasing the frequency of favouring actions for domestic agriculture
